David Connell


Biography

David Connell has 25 years experience of working with science, technology and venture capital companies, and is Chairman of Archipelago Technology Group Ltd, a physics and chemistry based technology development company based in Cambridge, UK.

Since 2006 he has also been a part-time Senior Research Fellow at the Centre for Business Research at the University of Cambridge, and has written extensively on company innovation strategies, the commercialisation of research, and innovation policy. He has given oral and written evidence to three UK parliamentary committee enquiries, and advised governments and political parties on innovation and procurement policies.

David has campaigned energetically for the introduction of better innovation policies in the UK and is the architect of the UK Small Business Research Initiative (SBRI), based on the successful US SBIR programme.

The European Commission’s broadly similar SME R&D funding programme, introduced in 2014, is partly based on proposals he made to Máire Geoghegan-Quinn, European Commissioner for Research, Innovation and Science in 2009 and a subsequent presentation to the European Competitiveness Council. This is radically different to previous policies and worth €3.5 billion to SME’s over 7 years.

He is a member of the NHS England SBRI Management Board.

David Connell was founding CEO of TTP Ventures, established in 1998 as a subsidiary of TTP Group plc. In 1999, TTP Ventures raised a £35m fund to invest in early stage, third party (i.e. not TTP spin-off) companies. Its investors included Siemens, Boeing and financial institutions.

TTP Ventures investments included Element-14 and Alphamosaic (both sold to Broadcom), Oxford Diffraction (sold to Varian), Argenta Discovery (part sold to Galapagos), Azuro (sold to Cadence), TeraView, ZBD Displays and Cambridge Semiconductor.

From 1989 to 1997 David was Head of TTP Group’s Strategy Division, providing consulting advice on technology exploitation, innovation and business development strategy to a wide range of clients including Shell, BP, IBM, Nortel, ICI, Barclays Bank and Cambridge University.

David has a BSc in Physics from Bristol University and Masters Degrees in Economics and Operational Research, both with distinction, from Lancaster and London Universities respectively.
